Letter from the President

Hello PAYO-IA Members!
It's hard to believe we are at the end of our first quarter in 2026, time sure flies!  We recently had Mindy Mayo speak at a monthly meeting about processing tax adjustments so hopefully that gained knowledge will come in handy as you navigate quarter end (or maybe your quarter is perfect and you won't need it at all!).
Payroll Congress is just around the corner, happening May 12 - 15 in Nashville, TN! If you plan to be in attendance, I'd love to hear from you for a potential PAYO-IA meet up. I always come home from the conference overflowing with great information, new perspectives, and useful tools and resources. If you've not attended before, I would highly encourage it!
Below, you will find information about upcoming PAYO-IA meetings and events, including the official date for our annual Statewide conference. Save the date!
Enjoy end of winter / beginning of spring, and hope to see you soon!
Samantha Skogerboe, CPP
President, PayrollOrg of Greater Iowa

IRS Updates Tax Withholding Estimator for OBBBA Provisions

The IRS updated its tax withholding estimator to help taxpayers account for changes to credits and deductions they may be eligible for under Public Law 119-21, known as the One Big Beautiful Bill Act (OBBBA) [IRS, IR-2026-35, 3-12-26].

The IRS said the estimator now takes into account: no tax on tips, no tax on overtime, and other tax benefits related to OBBBA.

If employees want to account for these deductions in the income tax withheld from their paychecks, they must submit a new 2026 Form W-4, Employee’s Withholding Certificate, to the payroll department.

Trivia Fun with Gayla!

  1. Who was the first woman to serve as U.S. Secretary of Labor and played a key role in shaping wage, hour, and Social Security laws that directly affect payroll today?
  2. Frances Perkins was instrumental in the creation of which landmark program that still impacts payroll withholding today?
  3. Which federal act strengthened pay equity and is enforced through payroll practices?

Fun question😊

What’s the most common payroll question employees ask?
Answer: “Why is my paycheck different this time?”

Do you know the answer?
